sem tempo e/ou competência, inteligentemente resolveu pedir ajuda a internet no dia 15 deste mês: Code crackers wanted!, conclamando nerds interessados.
dois dias depois, apareceram duas respostas com alguma parte decifrada:

Agreed, first grouping is probably base-3, 2nd is key with the index being hex, and 3rd grouping is base-2.. and if I convert it out.. it ends up drawing an image of the goatse.cx guy… damnit!
